US Secretary of State John Kerry declared that while the terrorist group the Islamic State is losing territory in Iraq, a new challenge is emerging in how to take care of those left behind. As areas are liberated, many innocent civilians are in need of medical care and supplies. With a campaign under way to drive Islamic State, or ISIS, fighters out of the city of Mosul, as many as 2.4 million people will need to be provided with basic services.
