The rule to never let the flag touch the ground came from regiments that fought during the war. Flag bearers carried the flag into battle, and the man with the flag was a target for enemy fire. Regiments considered it a badge of honor if the flag never touched the ground, with a new flag bearer catching it as the previous one fell.
