Facial recognition surveillance is set to transform the way cities keep people safe. Moscow is an extraordinary example of this change. Cameras controlled by artificial intelligence help to identify potentially dangerous individuals on Metro trains. And surveillance programs are being expanded. Recent estimates suggest that more than 200 million cameras will ultimately be part of the facial recognition network. Some worry the cameras will be used to persecute people who disagree with the government.
